What audio output devices do you have plugged into your PC?
What audio input devices do you have plugged in?
The driver should be fine, cuz the voice chat works in other games.
I tried many ways to fix it, change windows sounds options to realtek high definition audio, reinstall the game etc.
EDIT: I was in the Halo CE flight, and the voice chat does not work there too. So same problem.
Are you sure that there's not another sound output option? TV speakers, built-in laptop speakers, anything like that? You don't have to remove them but turning the volume up when someone is talking might be very insightful.
I wonder if unplugging your microphone will fix the issue. I currently have a problem where all chat audio goes to my headphones and not my simple speaker system. Literally just the in-game voice chat doesn't go where it should and it works fine in every other game I own. (I am not in the CE:A beta.) This mimics a setting on consoles where you can have specifically chat audio go to your headset separately from general sound which would still be sent to the TV or whatever. If my hunch is right then this is an XBL quirk.
Here's a list of places I've checked trying to fix this.
Steam -> Friends -> Manage friends list settings (the gear icon) -> Voice
