How do you change the 117 default tag?

Options and Career -> player ID -> service ID

EDIT: and you can change your "UNSC" in "Clantag" also in the Player ID section.

For the unsc clan tag, i think you need to play a certain amount of matches before you can change it

I'm not a 100% on that. I could do it after playing firefight only, early on.
If such a system was in place, would a couple PVE matches really unlock it?

Well that's what the game says is required. So short of people waving around a magic wand being able to unlock it like you without [seemingly] doing anything, that's what they have to do. I sure don't have the ability to do it. Since Firefight doesn't count toward it.
