Release Reach first, get it out of the way, release the rest of the games at a consistent rate.

Yeah, but they release Halo 3 then ODST. If I correct - never palyed before) ODST set events between Halo 2 and 3, they still release AFTER 3.
Anyway, new or old fans it's wise decision to start with Reach. Since the first Halo game's story feels like you miss an episode.
Reach > 1 > 2 > 3 > 3ODST > 4
