None of the 360 titles had progress transferred to mcc since there was nothing to progress. Everything was unlocked to begin with, besides nameplates and emblems.
This is false. Halo 3 had armor you had to unlock through achievements on the Xbox 360.
It's half true, sorta.
If I recall correctly, following Bungies departure, the system for checking that was removed and all gear was given to players as to not lock them out of receiving cool stuff.
You read it wrong. There was no progression IN the mcc, until reach now. All armor in mcc is available by default. No progress from 360 was transferred because there was no progress to be made in mcc.
343 have stated that progression should be quicker and tied more closely to skill than the original credit system and will have additional unlocks including scrapped ideas and former event/beta/employee specific rewards.
All data was transfered over to 343 following their departure. They have the information but they're two completely different games hosted independently. To maintain consistancy MCC's progression system will encompass all the games under the MCC banner, not just reach, and as such it needs a new progression system and a clean slate.
No progress transfers from any of the 360 titles to mcc, and unlocking all reach armor(as well as each new season's unlocks) will be an estimated 75-100 hours per season according to 343.
Many different armor pieces, effects, and the like were unlocked via ranking up or completing various challenges. I even had 100% armory completion, save for the skull pilot helmet variant unlocked at Mythic as I stopped playing at Eclipse rank.

It seems odd that my stats wouldn't transfer despite them still existing on Halo Waypoint to this day.You can also see by the amount of kills and games played to reach that rank why I'm not looking forward to starting from scratch. That's a lot of hours of my life they'd be throwing away. I'd much rather that time spent still be worth something, y'know?
