Basically Bungie had to rush the development to release the game on deadline, leading them to cutting a huge portion of campaign (which later partially ended up as the Halo 3 story) and having to ship some things incomplete. This means that they simply did not have enough time to adjust the stats of Legendary difficulty, resulting in a very hard and unpolished experience on it.
The Legendary difficulty is even more broken on H2A and Halo 2 Vista as the change to 60hz tickrate caused many issues including breaking the difficulty, meaning enemies target you and friendlies faster, have a lot faster reactions and also fire slightly faster on these 2 versions of Halo 2
(Basically the tickrate change was done during development of Halo 2's PC port from 2007, Halo 2 Vista. The developers switched to 60hz to allow for true 60 fps without much interpolation. However they forgot to adjust many of the engine's timers, breaking things. For example some of the objects spawning at wrong coordinates, weapons firing twice as fast as they should, difficulties etc.
Since H2A is based off Halo 2 Vista, many of these issues still remain. 343i may have fixed some of them but there are still many remaining.)
Its abit easyer on PC (""""abit"""") imagine playing with a controller and one of the skulls is disabling of the Aim assist and HUD (inc. Cross Hair). Ya i think LASO will be with mouse alot easyer :D but i honestly dont know if i will do it for Halo 2. I think ill only do LASO for Halo 1 maybe because at least there is the HUD and i hate the no hud Skull.
What no.... the Halo 2 Guns are nerfed compared to Halo 1. Only the BR is kinda better then the Magnunm from Halo 1 thats it, the rest is much harder in Halo 2 ... Elites take you 5 times faster out in Halo 2.
Also guys... you can make the Legendarys even harder its called Mythic or even better LASO.
