Of course, very little content is actually available to me to test, so I can only state based on what I've seen.
I beat legendary on Halo 3 by AFKing a second controller. Respawns made it to easy.
I doubt reach uses 8 different graphics engines. If they would do 1 game at a time people would be happy and realistically they would of been done. It was probably in development for months before it was announced and at the end of the day it is a port not a brand new game. Hell EA shells out a new battlefield every year and it works relatively well on release for the most part.

They actually are doing 1 game at a time, but there is more than just getting reach running on pc that needed to be done.
It seems to me the best idea would of been to release reach and put all priorities on it so that people have something to play while they wait. I would rather get 1 halo a year than wait 2 and get them every month.
That's what's happening.
That's been the announced, up-front plan the whole time. Reach is the one being worked on right now, with some amount of work being/been done on CEA.
They are for the most part prioritizing Reach, the problem is Reach was running on PowerPC, so it required more work to get it to work on PC. Then they also have to do all the background stuff like allowing you to switch between the games flawlessly.
Reach is basically the foundation for the rest of the games to be built upon, once they get everything done for Reach, bringing over the rest of the games should be easier and take a lot less time because all of the mechanics/technology will already have been made.
That's not an option considering the scope of what mcc is. Besides its been 8 months and reach is nearly done.
8 months since it was announced. They never announce something before starting on it.
Then the amount of engines to port seems like a weak excuse for how long it has taken.
Development could've starting back in 2014 and we'd still waiting less that a year since its announcement... Also if you aren't aware reach is coming to mcc on xbox as well. Putting all focus on pc reach was not possible. The couldn't just ignore xbox or reach's integration into mcc.

Are you serious? I can't believe I never heard about that. Oh well, hopefully this comes out soon, I am itching to play.
