I only read it in mutiple articles that they are not limited at all.
Gamepass installs your games in secure little mini virtual harddrives which they make inaccessible to the player. No modding except what's accessible in the game menus. even then...
Source: I had gamepass for 3 months and played several games on it. They may change this for skyrim but I REALLY doubt it.
There are actually a small handful of Game Pass games that have a little "Enable Mods" button on the right edge of the "Play" button (once you've installed them). This turns the game from a Windows App to a good ol' fashioned install with an executable.
Skyrim is one of these...but the Game Pass version is *only* the Special Edition, and I honestly don't have the patience for figuring all that out yet (Especially as, as others mentioned, SKSE doesn't work with this version, last I checked) .
You need to own Skyrim SE on the same platform, whether it is Steam or GOG, because on those platforms Enderal comes with a modified Skyrim (standalone). The ones on Eddoursul.win and NEXUS does not (only the mod itself).
