The Brotherhood of Kor bugged but not broken

TL;DR at the start: Saw the Isle of Kor on the map and swam to it on my own and found a letter before the note and the sisters didn't spawn until I read the note a second time from my inventory.

I was looking at the map and I saw a small island called the Isle of Kor and thought to myself, "I wanna go check that out" so I swam to the island. Found a Letter of Kor inside a building and then a note next to a magically sealed door outside. I went and searched all the unlocked shacks and found the letters. One letter however teleported me to the very small island south of Kor. This apparently removed the "Find the Lockets of the two 'dead sisters' portion of the quest as I then was stuck, looked up a guide, found out what I was supposed to do and then circled the island for about 15 minutes, turned off clipping to make sure they didn't fall through the map and found nothing. The Note to Silon had an eye next to it in my inventory so I knew I read it. But I went to where they should spawn and read it again. They both spawned on top of me after that. I was able to progress the quest normally after that.

The step of the quest isn't bugged. It just isn't clear. After picking up the "Note to Silon," you must go to the beach somewhere north and read the letter. The "dead sisters" spawn after that.

However, there is a bug with the Letters of Kor. There seems to be a problem where I got a duplicate letter. In my case, I picked up two Letters of Kor, which prevented me from getting the seven required Letters of Kor for the optional objective. I fixed this by using the player.additem code.
