To make sure it's off, open up the Windows security app, select Device Security, click on Core Isolation details and make sure the option for Memory Integrity is off. If it's on, switch if off and restart your pc.
Important: Doing this may be a deal breaker for some people because having it off does make your system a bit less secure but if you have a Logitech wheel and you really want to use it on pc, this may be your only option.
