You only get force-feed back when you do things wrong. Driving on tarmac will not trigger force-feed back. This is why in the feedback settings the values are listed for the effects like speed bumps or driving on to pavements only.
when parked and not moving, there is no effect on the wheels and the wheel in game don't move...
This is how it was designed. If its not doing this limited effects then ya that specific wheel won't work.
As SAS are doing other titles there wont any bug fixes
