how to raise district's level ?

level up the bus stop[s by serving them driving the buses yourself. Then as you level up the stops, youll see the districts level raise

Yep...Each time you drive a route by yourself and stop at a bus stop of this route, the bus stop will earn "experience/popularity". As soon as it earned enough experience/popularity, you will get the option to level-up this bus stop on the map. To level-up a district to level 2, the average level of all the bus stops within this district have to be level 2 or above.

thank you but in transit terminal how to tell the bus to stop at "B" instead of stop at "A" terminal ?

You can choose the platform within the route editor :-)
