How do i level up different areas?

Hello! I was just wondering how i level up the different areas. I have the quest Raise West Oakwood's level to 2.

Hi, Drive a route, then you will be able to level up your stops by hovering over each stop with your mouse in the map menu, then click the up arrow, or click on "level up" at the bottom of the screen if it shows you can (e.g level 1/2). You can also hover over the district name, which will show the current level of each stop in that area. Hope this helps :-)
