Incomplete Finishers

So I play around 8 characters and most of them sit around 24/25 for finishers with a few being 23/25. Where do I find the last finishers for each character? They aren't like skins/gear or other kosmetics which tell you where to find them.

I have cleared the Krypt where I've opened all chests pretty much twice now and all heart chests, including all the ones in Shang Tsung's throne room (requiring the 25 fatality heads). Chests don't reward anything besides augments now (might get the occasional missing background).

I have done all the character towers for them of course and always done the limited time only ones when they come up.

Do the last finishers come from Kombat League or something? Would be good to know just where they come from at least. I have googled and the only answers that come up are old posts that say 'they have not all been released yet' but of course by now they should have.

I believe they are in Combat League, yes.

You are missing brutalities, they can be unlocked in the kombat league. There are missions, like spill 10000 blood, perform 15 fatal blows, etc, each season has 2 brutalities linked to those, just check out the kombat league info on the right side of the main kombat league screen.
