How do I know if a move is a "stagger"
So I just watched a competetive tournament to just maybe learn something.
And one of the commentators said that collector has many good staggers. When I think of him I wouldnt know which moves can be considered that (apart from obvious moves like scorpions unamplified GET OVER HERE)

If remember correctly staggering relates to using buttons that can be followed up by a string, but you do not put in the string. You rather just put in the first button only as often as you want to make your opponent guess between a completed string, cancelling into special move or grabbing. So in theory staggers should tend to have good frames so you can do them without getting punished.

A 'stagger' is a pressure tool that you must use to open your rival's defense.

Now, the concept behind this is to cut short a string so your rival won't know what comes next.
For example, Raiden has a good stagger with the F32 string.
F3 is 11 frames mid, it has a very fast recovery, and F32 ends with an overhead.

Due to F3 fast recovery, the rival won't know if I stagger F3 and do it again, or if I complete the whole F32 string.
This way, I can do:
- F3, F3
- F32

But also, I can stagger F3, the rival knows F32 ends with an overhead, so he will block high, and I can poke with a low D3, that jails into 243.
Or I can stagger into his other stagger (B1), which can go into B1, B12, B12 1+3, B12 DB2 (amp), B14, layers over layers of mindgames.
- F3, D3, 243
- F3, B1/B12/B12 1+3/B12 db2(amp)/B14
- F3, throw

So in resume, staggers gives you options by open your rival's defense, you cut short a string to do it again, do the complete version, throw, etc.


Now, what makes a string a good stagger?
It must have most of this options:
- a fast string (if it's mid, better)
- not very minus on block
- fast recovery

Raiden's F3 it's an 11 frame mid, with fast recovery and leaves you closer to the rival at the perfect range for another F3 string.
It's -6 on block, which is not good, but as it has fast recovery and the menace of the F32 overhead is important, most of your rivals won't dare to poke you out.

Noob Saibot's B1 string is a 9 frame mid, so it's faster than Raiden, but it has short reach and not good recovery, so it would be a bad stagger.
Cetrion's F2 is a 14 frame mid, her best string, but it's not a good stagger because of her frames and because she has better ones (11, 21).
Cassie's F3 is a 19 frame low, but despite the slow startup, it's a good stagger because it has very good recovery, range, only -2 on block that allows her to complete the string, or go with a F41 or B24, throw instead.

So again, a fast strings that leaves you in a good range and with options afterwards, as the rival won't know what comes next.

Staggered is a state when your opponent can block but can't move or attack. Most moves that don't knock down stagger your opponent on hit.
You can look at your move's frame data to see how long it will stagger. What you're looking for is hit advantage.
