MK9, MK 10 and MK11 different but same story ( You can start with MK9 no problem if you are new)
MK1 is new story but you need to know what happened in mk11.
The mortal kombat story is not that great. just watch mk9, mk10 and mk11 cutscenes online and you are good to go
MKX is a direct follow up and also serves as a remake of MK4, bringing back the villain from that game (Shinnok) while also maintaining the change of Status Quo from the previous entry.
MK11 is also a sequel, but it contains an original story based upon time traveling. So the new game will be a consequence of this, but set in an new reality with a lot of different stuff.
If you see some trailers, Liu Kang becoming a "Fire God" is explained in MK11's ending for example.
MK1 will not be a real reboot because the MK1 Liu Kang is the same as in MK9-11. So far there has never been a real reboot, everything is connected somehow.
