Scorpion's teleport is unreactable, so you can bait that teleport and punish, or react their patterns and punish.
And talking about punish, once you block their teleports, make sure to ALWAYS combo punish those unsafe moves, eating a 300 damage will make them think twice before doing a teleport-yolo.
Lao's teleport can be beaten with a D1 when he is coming from the ground, you can jump Jade's teleport and punish, Raiden's teleport is fast but doesn't have an attack attached, same goes for Cetrion/Skarlet/Kollector that are slower and you have time to react, Sheeva's teleport is unblockable but you can move to the side and punish.
But like Fede said, in 11 they did it fairly and it can be blocked. However, if you react on time it can also be punished with a good ol' uppercut (the D+1). The same works with Liu's infamous teleport option.
I personally love taking a couple of those hits throughout the match, punish the rest of them and slowly seeing how the player refrain from using it ever again lol.
