I mean, if someone can't simply walk left or right to avoid the Dragon Stomp then it's them thats the issue, not the move. It's easy to avoid
Or they'll tell you to use moves that put you on the other side of the screen away from your opponent, lol (so Sheeva can just keep stomping until she finally hits you). Yeah, Sub-Zero can slide out of the way, but then he'll be super far away from her with no way to punish! You can slide again and again, until she hits you or the match ends. Great advice!
Despite all that, yes, it's actually easy to avoid Sheeva's stomp, but ONLY if you lab it.
For example, one of my mains is Skarlet. If she walks or dashes FORWARD (not backward), she can avoid the normal and delayed stomp (but not the forward directional stomp). So that's what I do constantly. All of her other ways to avoid the stomp (124,44, BF3, DU, walking backward) are all 50/50 depending on if the opponent delays or not, so those are all worthless. Most characters are like this and only have 1-2 ways to avoid the normal and delayed stomp reliably AND put you in a position to punish.
So yeah, you need to lab her stomp for each character you play as, because everyone's different, and make sure you write it down because you'll forget otherwise. And even then, no matter what, you'll still have to deal with 50/50 stomp scenarios if your opponent is using a directional stomp, so you'll still have a less than "easy" time against a Sheeva player who knows how to make the right reads.

A "50/50" that gives you a full combo punish if you guess right while Sheeva gets much less damage for a correct guess. Skarlet has literally one of the best counters against Sheeva stomp in her basekit.
If you play one of these characters then just walk. If you don't then just lab it and quit whining.
