I play mainly Sub-Zero, but I learnt Raiden first variation because of Sheeva and Robocop spammer. Raiden is a very slow character (moving, jumping, starting combos), but he is a defensive one: you can use the circle lightning thingy (storm cell) when you are getting stomped, the lightning strike (the diagonal one) when she's jumping, and the teleport when robocop / sheeva play the zoner card.
Still I have hard time with good Sheeva players (pure spammers often disconnect when they can't win, such losers...), so a word of advice:
- be patient, because losing it only helps spammers
- be aware that when Sheeva is in the air, input is bugged: for a brief moment the backward is registered as forward, there is a direction flip which cause both uppercut to be delayed and the storm cell to be registered as lightning strike...
- use delayed wakeup to break the timing
Honestly, the bug that register backward as forward and the fact that stomp is tracked makes the game not fun at all. Sub-Zero dash backward / forward doesn't cover enough area, and sliding away doesn't give space for punish plus is just very vulnerable to delayed stomp ...

on the variation with the delay/forwards/backwards mixup, it is harder
there are two points to fighting it. 1) watch for the screen shift 2) have a 30% combo ready to go at all times
My favorite (and most reliable) thing to do is to go back to the character select screen and pick Sheeva too, and then all you have to do is do the stupid Dragon Drop move right after they do it (they'll hit the ground first, and then you'll come crashing down on top of them).
Just make sure you know a little bit about Sheeva (B3/B4 mix-up, some basic combos and pokes) and you'll be good. All of the Sheeva players I've come across suck at the character outside of the Dragon Drop spam, so once you've eliminated that, you can proceed to beat them with their own character.
I actually did a very important discovery: with Raiden walking (in any direction) is just enough!!! Sub-Zero is the slowest (walking does nothing, dashing is barely enough and prone to error), with Raiden there is no need to dash (just walk), Sindel has a very good dash (but walking is not enough)! These are the only three characters I use, and I'm not playing much anymore.
I know that you are supposed to look at the screen shifting, but with lag, delay and pressure it becomes less of an option online... Also the down 2 when the screen shift (or even just 4, like with Sindel), but I barely succeed with that.
However, due to lag this often doesn't work + there are sheeva variations that enable the cheeser to delay the stomp.
It's a horribly broken mechanic online tbh, so we can hope it gets patched somehow.
