Controller issues - two controllers controlling the same

I had this issue before but for the life of me I can't remember how to fix it. I just installed the game on a new computer. I have an Xbox One and an Xbox 360 controller. When I have them both on they seem to think they are both Player 1. Furthermore, the Xbox 360 controller has different button mapping. (Yes, I changed the DirectInput to "off" in the UserSettings.ini file but that didn't do anything.) Any ideas?

You have to specify each controller in steam settings by following options :
Steam / Settings / Controller / Calibration and advanced settings / Open

then right click on the game in your library , choose properties and under controller force it to use steam inputs instead of whatever that it is

if this method didn't work and both of your controllers act as one , go to windows control pannel / devices / Devices and printers

You should see both of your controllers on there
Right click on the first one , Choose Game controller settings / Choose the first controller so that it is highlighted then click advanced on the same window
there should be a new window with the option "Prefered Device"
choose the first option from the drop down menu
go to the same advanced settings for your second controller but this time choose the second device option and save these settings
