From what I've been able to find it's in the "Tag Assist" towers which is the bottom right tower in towers of time. Basically you just have to keep doing those tag towers with Scarlet when they have gear as a possible reward and pray RNG blesses you with the mask.

After like 40+ hours of playing and tons of tag towers done I still haven't unlocked any of the invisible ninja girl masks. RNG sucks.

I've got the maskless Skarlet gear. I'm pretty sure it was in one of her character towers, although I might have been thinking about Jade or Kitana since that's how I got theirs. Character towers is how you get most of the "Bare" gear, Bare forehead for Sindel is there, Maskless for scorpion and Subzero, bare wrists for Liu Kang and Johnny Cage(I think, I can't quite remember, not 100% sure with him)

I got the maskless Skarlet from the lottery in the Krypt. Cost me like 5 mil or more to eventually roll it.

I've got it 100% certain from the Shrine in the Krypt, by sacrificing coins. I got it pretty quick, but that luck obviously.

It was on the shrine for some months but they changed it to a specific tower now, the only way to get it is to play that tower, so you have to wait for that one to show again

You can try playing random towers that gives you random gear for the character you play as using skarlett but it think that the maskless one is only available from that specific tower
