How do you get Raiden announcer voice?

I got announcement in the game that said to sign up for something and that you get the raiden announcer voice.
I signed up, and NO VOICE!
All I got was an email with this title "Ready to test your might? Get ready for Kombat Leagues, Kombat Pack details, & more!
