The player base on fighting games have always been higher on console, but since you only play 1v1, it doesn't matter if it only has 500 consistent players, you'll still always find someone to play online.
Playing online on PC is free, you can freely use whichever device you want and there's the possibility of moding.
I'd say go for PC.
I believe actual core gameplay and multiplayer will be solid but paying 60$ for half of the game is a joke
If you like online more, get it on console.
Its up to you, It wont matter if Netherrealm add crossplay. (which they arent against doing in the future)

I dont think DC/WB would allow NRS to put DC characters in a MK game that has fatalities.

And this MK11 is punching hard so don't worry; you are going to have a rich online untill MK12 comes out.
PLUS CHEAP buying price for games and dlc's than console.
Plus better graphics and more resolution.
