Simply as that, they have plans to sell "TIME CRYSTULLS" to "SAVE YOUR TIME" if you "WANT COSMETICS EASIER" instead of regularly playing the game "GRINDING UNNECESSARY LONG AMOUNTS OF TIME"
And this does suck I agree same as providing exclusive content like skins for regions, pre-purchase Shao Kahn, Kombat Pass with unknown content (BUY NOW and see maybe you will like the character we will release LATER :) )

The real question is this:
Will any unlocked content (skins, gear, augments, shaders) be USABLE if the game is played OFFLINE? That is to say, if you've ground your life away unlocking said content, can you use it ANYTIME?... OR is it all "locked out" until contact with a server is made...?? 👈
Though you have a point servers (Steam and MK11's) will be up 96.5% of the time.
In the rare case where servers actually are down (Steam and MK11's) they will be back up again within hours.
There is always the risk of servers being down, but the chance are so slim it will A) happen on a regular basis B) stay down for any significant amount of time for it to be a problem for users.
However, I do agree with the rest of what you've said. But in 2019 everyone is online and we have access to being online 24/7 for the most part.
There are no lootboxes per se so they could've make Krypt into a giant field mostly made out of "lootboxes", they will be mostly randomised, for example in one location I find 1000 gold koins, at the same location someone else finds a cosmetic for Skarlet and other person finds some other thing and so on.
Being constantly online makes the servers keep tracks on you so you don't get too discouraged (no doubles, you get something to a character you play from time to time etc.)
That way you prevent people from making krypt guides on unlockables, you might convince some to unlock whole krypt with a microtransaction and others will keep on grinding
Of course some of the elements are the same for everyone like little puzzles and items, right? Only loot would be a gamble.
And if you think it is impossible it has been done before just not in MK

If that's the case, it's even worse... Because it means that the loot is randomised, and even if you want stuff only for the handful of characters you actually use (literally, 99% of players only really "main" <5 characters), you're going to be getting effective garbage you don't want / want to be wasting irreplaceable life on grinding for.
This was what happened in Injustice 2 (despite some claims that they patch more 'character-centric' RNG parameters into the game) -- you would get everything for everyone BEFORE you got that one thing you wanted for yourself! For example (and even though I used trainers to mitigate much of the near-impossible-to-surmount grind), it took me hours of mashing a button to unlock Bane's "Super Charge" venom in IJ2... Meanwhile, I got every imaginable, useless dross for characters I'd never use at, even at gunpoint.
The grind will be real. Know this. Accept this. Digest this. Predicate your purchase upon this fait accompli FACT.
Buying games day-1 nowadays is about the worst consumer orientated decision one can make. There's really nothing but "FOMO" to gain / placate from doing so, as most games are bug riddled, have a million patches pending, and are veritable "beta" of what they end up looking like a year down the track.
I've got it on pre-order, but, in light of all these unsavoury revelations, I'm almost certainly going to refund after I have a "demo" run of the game. The thing is, for me, the most important functionality factors are 1) that player-2 can use the customised characters in offline versus play (something that, I PRESUME, isn't affected by any always-online chicanery), and 2) that the gameplay is deep enough to sustain my interest past the initial few-hour honeymoon period. The "Krypt" / content stuff I'm rather confident of being bypassed by the E-boffins, sooner or later, using hacks or whatnot... Not overly worried about that (from my perspective, at least).
