Is it enough as answer how good he is?
He's my main right now .... he gets destroyed by Scorpions that zone and only teleport ....but hes just so fun when people don't know how his combo starts and you can lift them up in the air and smack them down with your hammer. People who know how to block though can destroy him.
He's nothing like the boss he was in MK9....where his damn spear was unblockable and his moves hit much harder....he is too slow to compete in this and they didn't give him a good enough mix up...his low is just no damage compared to everyone else

Buy him if you want to have fun but don't expect to win a lot against people who know how to play.
its just not safe and they always throw projectiles which auto hit you on the way there....Shao has no armor on any of his ♥♥♥♥...it seems like every single sub zero move can go right through anything shao does too....
Hes not considered a "top tier" character by any stretch but unless you're playing the game on a professional level against professional players then chances are you can afford to get away with using some unsafe moves and get away with it, plus we're still only 1 month into the game so chances are if he does turn out to be absolute trash then hes very likely to receive some buffs in a future patch.
