Or is it the fact that there is very little frame indication of when she does it so if it's block anywhere?

Do you mean Widow's Kiss?It's a standard teleport,pretty sure it's mid so it's your choice to duck or not.

shes quite powerful now but i dont mind because unlike a certain someones teleport her moves arent easy to abuse

She is still very minus on things she shouldn't be.
She's nowhere near top tier.
