Missing File Permissions Issue

I had an issue where I could not update or reinstall Mortal Kombat 11. It turns out that a security permission in Windows 10 Pro changed....I would have to collect logs to find out more.

I solved this by opening the main Steam executable, Right Click and select Properties, navigate to the Security tab.

There should be an ALL APPLICATION PACKAGES in the Group or User Names section at the top. Mine only had Read, Execute and Read permissions.

Click Edit. Give ALL APPLICATION PACKAGES Full Control. Start Steam and it should install or update along with any other app/game.
