There is a offical naval combat mod designed for playing against AI, unfortunately however our steam version is incompatible probably due to the fact that it's not updated, well there isn't any solutions I can find so sorry.

Guys I have a solution...but first I need to say:

This game can't be play on multiplayer (on-line) mode even if you bought here on Steam. This ♥♥♥♥ happens because we have two problens here:

1° The Steam don't give us the original serial code for a valid registration...The Act of War Direct Action and Act of War High Treason, here, have the same CLONED register for everyone. The only way to play on multiplayer mode is if you buy the fisical disc or ,in that case, playing in a pirate server.

2° Now that we know the first problem, we know the fact that we are playing a CLONED game...so now we need tho do what the other guys do to play this ♥♥♥♥...first you need to download the patchs of those games (don't tray the official site of Atari because they don't have anymore) and install...afther that download the crack for the last patch that you already install...copy the crack of the patch and go to the paste C: Steam\...\Act of War (Direct or High Treason) now paste over the original crack game (Act of War.exe)

Now play and have fun...

Ahhh...one more very important think:

IF YOU WANNA PLAY ACT OF WAR HIGH TREASON (IN NAVY BATTLE) YOU NEED TO INSTALL THOSE PATCH'S!!!

у меня лицензионные диски есть,ключи,всё равно при попытке создать игру виснет.Устал пробовать :(

The easiest way to go about playing naval combat with AI is to download the GCM mod (General Changes Mod). It features extra cheats, increased play fixes and updates, and includes two additional mods (AI Special Forces Mod and a Navel Mod).
The AI Mod changes each difficulty to a different personality so Easy, Medium or Hard doesn't mean anything anymore. You can read more about it in the link below. The Naval Mod allows for construction of shipyards for both you and the AI, but what I've noticed is that they only build shipyards if set to Medium or Hard personality. Again, the difficulties mean nothing in this mod.

Ai special forces mod include sound loop bug

I've not encountered any sound loops during use of this mod. I've only experienced it with the ships being set to Fire at Will in the base game (no mods). Try the GCM (General Changes Mod), I've not experienced any problems with it yet and I use it all the time.

Sound looping bug is caused by some faulty scripting in tomahawk launcher and assosiated files (someone unpacked the sound file, and he said the sound file itself was ok). So, if the ship can laucn a tomahawk missile (against the ground structures), it can cause problem.

What I have created on other topic is real quick bypass to use harpoon launch sound for tomahawk launcher. If we can get source codes (or origianl unpacked mod) for other a mod, implementing it would be simple as putting in a one file and packaging it again. Still, there seems to be a no way to unpack the mod at current state, and I highly doubt original developers kept their files after this long year...

The sound loop I experienced is where the keep repeating what the unit is saying. When I select 'Fire at Will' for ships, they keep repeating their orders. I've never had a problem throughout all of my hours playing especially with naval combat with what you're describing.
