yes, up to 5 without the research options, u can randomly find up to 2 additional heroes when looting battle remains.

with research, its even unlimited (99), but without mercanaries, not easy to point a unit out into a hero.

There are some researches which can let you choose a normal unit to become a hero (you must select a specific unit to become hero, then the other units of that type die instantly.
