From where do neutrlal units come from?

From neutral cities only, or also from villages, or from else?

I've never seen one actually being spawned. I would assume they are just there at the beginning.

Actually I saw one some minutes ago. From a neutral castle, the same kind of unit sitting in the castle spawned. May be units multiply only themselves.

May be castles (occupied or empty) generate all kind of units of this race (like player does). Last seems most likely.

Yeah, probably and it would make sense this way. It's maybe just so rare that I haven't seen it happen while besieging a neutral-castle.
