The Internet and the way devices communicate is via TCP/IP which is standardized. The communication between different platforms of gaming systems requires, by itself, no specialized programming. Why do you think that any time ANY new social media site or even the smallest startup can have Android, iPad, Amazon, etc. apps that connect to the service just fine? Why do you think it wasn't hard for Myspace, Facebook, etc. to make apps for pretty much every device. What's more before Facebook etc. made an official app, and even after, there were 3rd parties that made such apps. The reason is because of what I said. The way Facebook communicates with Internet browsers regardless of whether they are on Mac, PC, Linux or are Chrome, Firefox, Opera, etc. is the same. The HTML, CSS and Javascript is the same.
Now here's where I'm going to provide some info where GB-EX's comment is probably true. Each console uses a different way of implementing online play, and you can almost guarantee instead of using open standards they use a proprietary system in order to avoid others from being able to make clients for it. Each one is different and therefore this is where the cross-platform difficulty comes from.
It is because of big business and wanting to hoard money but also to avoid piracy of games. So you can pretty much blame those people who want to get games for free and not pay anything for this ♥♥♥♥♥♥♥♥. Some ruin it for all. And now people need massive budgets to do this ♥♥♥♥. Isn't that insane?
Things when they started were much simpler.
