How to use/unlock Nicol Bolas' Deck?

I've seen it been used in multiplayer and foil conversions for it in the steam store, anyone got any ideas?

People using it in multiplayer are using a cheat to get access. It's not supposed to be available.

Are mods fully legal for play? If so, where do you get them :) Thanks in advance for answers.

There's nothing inherently illegal about modding the game, but most modded decks can't be taken online unless you're playing with someone else who has the exact same mods.
The Bolas deck is an exception, since it exists in the game already but is simply hidden; however, most people don't know how to access it, so using it makes you look like a cheater.

If you only want to use the mods for single player or with some friends who have the same mods, though, go right ahead.

How do you add these mods have some of them but they dont actually work when put in the game directory

You go to slightlymagic.com which has a ton of mods

website not helpful. it has a link to all the cards in mtg and lets you buy singles. other than that usless. clicked on magic decks and it showed an advertisment for actual outdoor decks.
