Magic Duels also has full deckbuilding and a large selection of cards from recent sets, but one cannot choose which decks the AI will use (and it will always use decks based on the Amhonket set).
That said, while the 2014 edition also has preconstructed decks it also happens to have an active modding community that has added most cards to the game along with an external deck building tool. For the most part the AI is able to understand most of the additional cards so long as one doesn't assign it a deck necessitating crazy complex tactics. Search for Duels of the Planeswalkers 2014 Community WAD for more info.
From what I read from your posts, the magic duels or 2014 mod might be what I'm looking for. I will look both up.
