the three's company quest, i found the foreman but i know where the doctor is but i dont have a key to the building. how do I get the key for the building in the left building in old central district?

You don't need a key. You just need to get to where he is using the bouncy 'window roofs' and air conditioning units, then stand on one of the ledges that are next to his window. That should allow you to talk with him through the window. Entering is not required.
