Jackie hasn't joined my boat

I've completed Engineering 101 but not received an angry page from Jackie, he's still outside Daria's door on Overbrook. I can't talk to him. I only have Buck left on the boat and completed all shenanigans/upgrades. My only mission left is for Stella and Daffodil but don't want to complete that as I'm afraid it ends the game. Help please :)

If you've done Engineering 101, you should be able to bypass Jackie using the lift on the far right of the island (next to the fuse box) and the zip line from there to the top of the tower. You need to do a couple of quests that result from that before Jackie will page you again.
