How many spirits at one time?
How many spirits should I have at my both at any given time? I think having seven spirits at one time would be "too busy...." My preference is to just have one spirit at one time, but I don't think that's possible nor would that advance the game at all. Right now I need the spirit Alice to unlock the pillbug minigame, but I refuse to pick her up because the four spirits I have onboard now feels "too busy."

What is a good number of spirits to have at any time? Also, how many spirits are there altogether?

Off the top of my head, you need four spirits for one specific quest. I've not looked at the game with an eye to minimising spirits, so it's possible you'll need more than that at some point, due to spirits requiring materials only available from other spirits, directly or indirectly, but I don't think you can ever go above about 5 or 6 spirits on the boat at once. From a gameplay perspective, there's not a lot of downside to having "too many" spirits aboard at once - unless you're trying to keep them all happy, you can neglect them until you have time for them...

There is 15 spirits in game but one is more of a plot device- you don't take care of her as you do with other spirits.

As for other question, I'm not sure, it really depends on you and how you want to pace the game however going one by one is simply impossible, as spirits require materials from minigames that are unlocked by other spirits, for example. Same goes with max amount, you do have to free them at some point to get their flowers, to unlock new areas. I think 5 or 6 is top. I definitely had 5 at one point.

I currently have 6 spirits on board. It's exhausting because you have to cook something special for everyone and take care of them. I would have happily stayed with 2-3 spirits, but plot-wise their needs could only be solved with the skills of other characters.

I also think I got a maximum of 5 spirits at the same time on my boat, but 6 might be the actual possible limit. I may have been able to get Elena sooner than I actually did.

Atul's dinner party requires the quest giver and three other Spirits.

I'm pretty sure, in terms of minimalising passengers, that you'll have to have at least Astrid and Giovanni on board at the same time.
