three's company shenanigan (late game spoilers!)

i literally for the life of me cannot find the doctor in old central district to complete this task. the only person in town i havent spoken to is the person in the farthest building to the right, but the door is locked and i can't find another entrance. (i have all the powers except advanced tools, and i'm well aware of how to get on all the rooftops and everything)

As I recall he's on the building on the left side of town, right up near the very top. You might need to bounce up to get there.
