Do I need full figurine collection to get woodprint to invite Gustav?

I talked with Susan but she only accept full collections and the quest itself doesn't progress, and I don't know how I am to get full collection of figurines if I only have Icebreaker.

Each collection has milestones you need to hit in order to get the next prize. You get the woodprint as the first milestone for the figurines, and it only requires one of them.

I seem to recall that I needed two figurines for the woodprint.

I got the quest done, it looked like it was a glitch and the prompt to submit a figurine wasn't triggering; it worked after reset.
