I even waited to improve Elena's house so I could get her to ecstatic and purposely completed the Bruce & Mickey quest line as early as possible so they would stop bullying everyone.

The small dots between moods decide in which "zone" they are?
I tried reloading an old save and making everyone ecstatic again and it didn't work so I got frustrated and uninstalled the game. I think this is one where I will forever be missing a single achievement. This means that you likely have to get everyone to ecstatic in a single playthrough, not just hit the peak mood once with each character in the game.
This was an amazing game, but unfortunately ended on a sour note for me because of this.
