If someone out there is able to set a discount, then surely they're also able to add prices in all currencies?

I was gifted Kohan Warchest by a friend from another EU country, and it worked, so that's one way at least.

This doesn't seem correct. When I was using ZAR, a friend bought it for me with GBP and gifted it to me. You can receive it as a gift, there's just no price for you and therefore you're unable to buy.
They set prices in the currencies that were available when the game was released on Steam, but didn't set the prices in new currencies added by Valve later. It's a problem with many other games as well.

Yet another symptom of neglect yeah. This game and its KAG cousin are far from dead and are still played very often by people, but the neglect on Steam turns a lot of people away.
