When Jack wrote/said 'cops should help each other' it was like 'uh oh'. The development Jack goes through in TiTP2 made it clear to me that Jack was no longer somebody who believed in this sentiment. The thing that annoyed me is that the Rebel Cops at this point know Warren Nash (they don't know he's Jack) is potentially slimy because of what the private investigator covered at the mansion, so they should have a contingency plan if Nash did what he did.
My understanding though is that Zuev was killed too and Jack took over the Ripton empire he built up and he used the Rebel Cops to dispose of Zuev and then swooped in and took everything. I'm thinking this is a set up for TitP3 where we look to take Jack down, either from the inside basically doing his job in Titp1/2 or as an federal or rogue organisation. There's no way Jack can honestly get away with basically having the Ripton police basically kill each other and then presumably have them replaced with people loyal to him.
1) Rebel Cops is actually Jack's third coma (Probably last one), and Cops that we playing is Sharpwood cops and they want to eliminate Jack (more likely because Jack became crazy and he want to capture Ripton and other cities). Jack knew about it but there appears Zuev from Ripton. Zuev made something that Jack gets into a coma. But he still wanna get Sharpwood's Rebel Cops and Zuev. And Jack killed all of them in coma.
Why it's a third coma? Well, at least main menu picture isn't a Sharpwood Sheriff's office. Probably Jack dreaming about this type of room in his coma.
It means that TITP3 will show us actions after TITP2 and then we'll find out what happend with Emma. Or there will be another guy (another Sheriff, Prosecutor, Fed or maybe a Necktie or another criminal)

-You're still with the bad guys and are only slightly better than Jack. But that aside, you aren't just good at being bad. You're pretty badass if the situation calls for it, and boy they're all direct action.
-You don't like Jack, and he knows you're coming.
-You're both the military and the mercenary, but not exactly both in any regard. You move faster than light and hit everything with the wrath of a volcano, but you don't answer to any authority. Unlike Zuev, you do run on street cred instead of a budget, because Jack doesn't give jack about some helpless people that'll need you, yet you and them need each other.
-You've got all the top hardware you need to shred your foes, yet you'll have to also rely on tactics in action because you'll be almost always outnumbered.
-Jack will regret his whole existence.
-The ambush might result in a costly victory where he nearly died or was forced to retreat. He throws around his men like paper, so that makes sense.
-Alternatively, some Rebels and Zuev may survive. If Zuev is desperate enough to shoot his own allies in the final mission and the Rebels intend on keeping him alive for prosecution, he would do everything for a plea bargain. He had an arms deal with Jack in the Big Rift, and possibly more business arrangements, so if he discloses anything, Jack would be exposed. Even if Zuev dies, the Rebels are still in possession of the Bering Black Book which documents his shady dealings and contacts, and could possibly use that to implicate everyone involved.
