So, I went bought 2000 EUR of dried planks and got halfway done, then rested a week and used some of my 'mostly' dry planks to finish. Now I know though that wet or dry planks don't matter for now for those quests, but that could change overnight with the next update.
Another thing to consider, is that the time to complete the jobs, it is not necessarily to be done right away. Many players take advantage of this quest to borrow James flatbed truck to take care of some of their own tasks, such as selling OSB (chip board) crates, or moving other crates around.
Check fuel levels while pressing the ES, when in the vehicle.
Others option is to revert to a previous save state. Hence the reason many state to save often, & to cycle through multiple save slots.
You may need to go talk to Uncle Charles so that you can progress to Chapter 2 which should rename your current quest to read "Business Partners". Once that takes place, you can then do the "Daily Quests", which are seen on the map as an exclamation mark in a black, upside-down teardrop shape.
Otherwise you can buy another set of tools at any of the little stores around the map.
