If you are using windows 10/11, there is a nice free widget app on the Microsoft store called "Widget Launcher". It has a weather widget that uses "openweathermap.org". I've started using that widget, and it satisfied my needs fairly well. Only thing it doesn't do is allow me to "LOCK TO DESKTOP", so its easy to accidentally click on it and bump it around.
Are you really able to make custom widgets that use other free weather apis, even if the developer isn't active? Curious how extensive that is.
I had the same problem as you with the weather widgets and accweathercore1.
So, no choice but to also switch to rival software. Then i chose Rainmeter.
It's free, lots of choice and customization possible but also a big community.
