Report a translation problem
Right click on "this computer" then properties (or right click the windows 10 button and go to System)
Then right hand side "advanced system settings"
On the Advanced tab choose Evironment Variables
In THE SECOND window click NEW
Enter name
OPENSSL_ia32cap
Enter value
~0x200000200000000
Then click OK
1 last important step
REBOOT SYSTEM

https://www.openssl.org/docs/manmaster/man3/OPENSSL_ia32cap.html is a bit of documentation. This only affects applications using OpenSSL which is commercial software, not part of the operating system, not part of your web browser.
IF you see someone having a problem with a UE4 game with the same symptom (won't start on new gen intel processors please post to that forum. Though the devs gave up, we shouldn't. Would you mind posting the solution to the Narcosis forum?
It's a bit of a symptom that early PCVR games were kinda left out to rot after a while because they probably didn't recoup their expenses making them. Obviously making stuff for Quest is the current pile of gold for developers, even if the Quest is kinda... well .. underpowered. I didn't find the solution - i just shouted it in every forum for a game I had that hadn't been working until that point so that someone would pick it up and run with it.
I didn't have Narcosis (or possibly other UE4 games you had) so maybe you can post the solution there and keep this going? Some devs like the guys who did Obduction did update their games after finding the solution, which is nice.. but i imagine that game would be getting 1-2 sales a day at this point, and not worth anyone's time to update.
Second time I clicked ok, made sure it was showing in the list and did not restart, game fired straight up.
