I haven't yet come across the technical possibility of a limit on frame time specifically, it's a bit of a mismatch in the way it works and is calculated. You can have 60 FPS and seemingly 16.6 ms frame time, but the frame time can be 20 at this FPS conditionally.
Regarding Xigncode - it just depends on the game and the anti-cheat. What game are we talking about? You can make it show overlay in any game with any anti-cheat if you use Mirror 2 Desktop Advanced, if suddenly this or that anti-cheat restricts the work of third-party Hooks programs.
