If you buy the program on Steam, it is permanently tied to your Steam account, there are no keys and you cannot activate the Standalone version. BUT, you can use the Steam version "offline" after installation, launch and activation until a new version comes out or your HWID changes. To do this, create a shortcut from your root folder to your desktop and run it, not from the library. It is not necessary to run the Steam client, it's even written in the F.A.Q. in the attached post above.
If you buy the program on the site, you get in the mail activation key, which you can use ONLY for Standalone version. It can not be activated in Steam!

Q: Can I run FPS Monitor without launching Steam?
After installation, you can create a shortcut on C:\Program Files(x86)\Steam\steamapps\common\FPS Monitor\FPSMonitor.exe and use it without even launching Steam. And if you want FPS Monitor to start with the system, add this shortcut to the autoload.
