Stuck in Stage 13

After the court is open the npcs starts talking and a question pops up if Victoria had a weapon. They keep talking and all of a sudden after Eva says something. The talk stops and nothing pops up or anything. Any ideas how to continue? Or is it a bug?

This must be a bug. I encountered this too. It took me a few minutes to realize that I needed to remove my hood in order to see. Then I was stuck in one place and couldn't move at all. This section is also locked at 45fps for some reason. This is where I stopped playing and uninstalled the game.
