Basically the easiest way to get it would be to create a 4 players game with no powers and proceed like this:
2 players do nothing and simply get killed, those will be the worst in the match.
1 player kill one of the inactive one, this one will get the Punctuality award.
1 player kill one of the inactive and the Punctuality player, thus making him the best in the match.
Thank you for clarifying this achievement! There is no way I would have discovered it on my own.
[Edit] Alright so after testing it out with different scenarios, I finally managed to unlock it! You can unlock it with three players only in the end. I miscalculated the whole Best/Worst in a match thing.
I was trying to do it in a single round, but you have the whole match for it, so three players is enough. It should be possible with two players only as well now that I think about it.
Here's how I proceeded to get it:
I played with a controller and two other players on a shared keyboard. I farmed the kills with the controller, while the keyboard players stayed inactive.
At the end of each match, I checked what rewards the inactive players got and tried to avoid them in the next one.
After a couple of iterations I finally got it. Here are a few tips on how to avoid rewards I gathered from my tests:
-Pacifist: to avoid this one you have to get at least one kill.
-Mostly harmless: this one goes in pair with Pacifist. Just standing around waiting to be killed to farm the achievement won't do, you have to move a bit and attack.
-Slash kills only: if you get only one kill to avoid pacifist, you will get this or its equivalent "Throw kills only"(I haven't tested it but I assume it exists).
So to avoid it, you need two kills: a slash one and a throw one (preferably not from too far to avoid "Sniper" award).
-Never dashed: quite easily avoided, just dash at least once in the match.
-Least disarmed: this one should not be a problem with a three players setup. As long as both inactive players never lose their boomerang, even if the main player does, nobody will get this award.
Just try to avoid all of these with one player, and you should be good.
Least Patient - Avoid this by with the having the Most Punctual user walk over to the opponent and have the opponent kill them. This will cause the opponent to have the achievement instead disabling it to be given to that player (they wouldn't anyways since they're moving around. Extra note, dont dash too mush while doing this or else you will get the acrobatic award.

So, the player to get the Punctuality achievement, must make a 2nd or 3rd throw that doesn't hit.
Make sure the player to get Punctuality achievement stays away from any grass stages. Have your main player stay there for more than 6 seconds to be sure.

This achievement must be bugged bc I have done it 100 times and the closest I get is only receiving the “least disarmed” award but the 3rd player character never loses his boomerang and I even tried throwing it and catching it back so it makes no sense why I keep getting least disarmed when the 3rd player never becomes disarmed at all….
