Why can't I sway ministers?
I control a rabbit clearing, I have three rabbit cards and have two unswayed middle tier ministers. Does anyone know why I can't sway a minister?

you can only sway ministers with one matching card PER clearing you have moles in, so in this case, if you have 3 rabbit cards, you would have to have a mole in 3 different rabbit clearings to be able to sway a tier 2 minister. Hope this helps!
