Is Vagabond allowed in Cat's keep?
The rules would lead me to think not, but the game seems to allow it.

Yes he is.

The Keep prevents pieces from being -placed- in the keep clearing. It does nothing at all to prevent them moving into it.

Any piece can move to the keep following the standard rules. What can't happen is enemy pieces being ~~PLACED~~ on the clearing with the Keep
