2 Vagabond balance

Hi, when playing with two vagabonds, if the two vagabonds play back to back, the first vagabond will always have first pick to help and get crafted tools. Would it be possible to have a way to balance this. Maybe have the player order editable by the game host. Normally to be fair, I would alternate a vagabond with another faction if possible.
